This Mod Removes the Automatic Crime Reporting Feature In-Game that call the Cops almost immediately after you Commit a Crime . Gaining a Wanted Level is now More Difficult .as Every Crime has to be Reported .

@Foxy_Oxy hey foxy crimeinformation.meta and witnessinformation.meta "together" doesnt exists in update\update.rpf they are exists in common.rpf\data\ai .. what should i do ?
@elsanhoty The Installation OIV didn't Worked For You ? or is it something else .

@Foxy_Oxy I usually don't use oiv. i prefer to use manual install .. in this mod i found out as i said >> crimeinformation.meta and witnessinformation.meta "together" doesnt exists in update\update.rpf they are exists in common.rpf\data\ai .. should i put them in common.rpf anyway ??
@elsanhoty Its Just A Folder I named in the "Content" Folder . I provided The OIV for Easy Installation
However , If you want to Copy it Manually make Sure you Copy both of them into
"mods/Update/Update.rpf/Common/data/ai"
@Foxy_Oxy OMG ,listen ..for me these files founded in mods/common.rpf\data\ai not in mods/Update/Update.rpf/Common/data/ai .. So I'm asking, is it normal to put them in your path or in mods/common.rpf

@elsanhoty No those files are different , my man ! I know what you meant . crimeinformation.meta is usually not found in update.rpf/common/data/ai . Just copy them there anyway . i installed it manually as well , it worked fine for me . if the mod is working good than what's the big deal .
@elsanhoty The game will also use files if they're in the update.rpf folder, common.rpf only has files that haven't been updated since 2015(?). Rockstar added "<Flags />" to both the "Player" and "Animal" lines in crimeinformation.meta that's why it's both in common and update.rpf.

Feels like just what I was looking for. Wanted something similar to the detection overhaul mod for Skyrim and this seems like it. Tested with the in air weapon unload and gunning down three isolated randos. No level added. Also added the recommended Consciousness/Immersify mod too.
@Foxy_Oxy does the army come after you at 5 stars?
This is so freaking game changing! The fact that the police can be evaded easier but you remain a target is so good! Definitely a huge improvement for the game. Working on Enhanced!
I dont know if it's this mod but in missions my companions and enemies sometimes run away which fails the mission. What exactly this mod replaced? This is why I prefer installing only manual..

@libertz guarantee it was a JulioNIB mod because it did the same for me with the spiderman and Batman script
