MAJOR CHANGES:
- Renamed LorePlates to UnitedPlates. The mod remains lore-friendly, but I want to take creative departures from certain official plate designs shown in GTA Online and the promotional material for GTA 6.
- Custom plates now spawn in traffic! Read traffic info.txt for details.
- This mod now installs as a custom dlcpack, which should reduce the likelihood of future GTA Online updates breaking the mod. (be sure to add unitedplates to dlclist.xml when installing)
- Added eight Gloriana plates, based off real-life Georgia plates. Two of these plates are heavily inspired by ones seen in the GTA 6 screenshots, but with new footer text (Because "America" and "United States" as footer text is lazy af). Like with the Leonida plates, I didn't include every Georgia plate because there's a huge amount of them, with most being visually similar to existing plates in the pack. I picked the most unique-looking ones, and even then I tweaked the colors on some of them to look even more distinct.
- Added a U.S. Government Plate, which now spawns on FIB and military vehicles. The plate design is a mixture between the one seen in a GTA 6 screenshot, and the real-life U.S. Government Plates that entered use in 2009.
- Redesigned the 2003 Leonida plates to match the ones from Trailer 2 (RIP Penis Plate).
- Completely redid the vintage North Yankton plates from scratch. Now with better fonts, colors, text positioning, and normal maps.

- Changed caption on Leonida 1965 plate from "400 Years of Fun" to "400 Thrilling Years."
- Changed Leonida's state initials from LO to its canon initials LE (seen on a license plate in a GTA 6 screenshot). All file names are renamed accordingly.

- Added more rusty plates. There are now rusty versions of every main plate from 1976 or earlier. The "super-rusty" San Andreas plate addon has been retired in favor of distinct rusty versions of the vanilla black and blue plates.

UnitedPlates is a collection of additional license plates from the same timespan, for the other fictional states in the GTA Universe: Leonida, Liberty, Alderney, North Yankton, and Gloriana. (based on Florida, New York, New Jersey, North Dakota, and Georgia respectively). Each plate in this pack is a painstaking recreation of a real-life counterpart, combined with a conscious effort to emulate Rockstar's satire. If Leonida, Liberty, Alderney, North Yankton, and Gloriana were fully accessible in GTAV, then UnitedPlates is an estimation of the kind of plates Rockstar would make for these regions.

Ths mod is for GTA 5 Legacy ONLY. If you know how to get it to work on Enhanced, lemme know cuz I have no heckin clue.
You will need OpenIV and a trainer to use this mod.

INSTALLATION

1) Start up OpenIV.
2) Go to Tools --> Package Installer, and select one of the two .oiv installers.
- HD will install plates with 1024x512 pixel resolution. It also updates the original 6 plates to HD versions. I recommend this version because the image compression is far less noticeable.
- Standard Res will install plates with 256x128 pixel resolution, matching the ones from the vanilla game.
- if you want to try the other version, just run the other installer and it will overwrite the previous files.
- IF YOU HAVE OTHER LICENSE PLATE MODS INSTALLED: use the manual installation (in the aptly named 'manual installation' folder)
3) NEW STEP: navigate to mods\update\update.rpf\common\data and open dlclist.xml. Add the following line to the bottom of the list:
dlcpacks:/unitedplates/
4) Start up GTA5 and enjoy! Use your trainer to change your vehicle's license plates to the new ones.

Version 3.0 (August 2025)
MAJOR CHANGES:
- Renamed LorePlates to UnitedPlates. The mod remains lore-friendly, but I want to take creative departures from certain official plate designs shown in GTA Online and the promotional material for GTA 6.
- Custom plates now spawn in traffic! Read traffic info.txt for details.
- This mod now installs as a custom dlcpack, which should reduce the likelihood of future GTA Online updates breaking the mod. (be sure to add unitedplates to dlclist.xml when installing)
- Added eight Gloriana plates, based off real-life Georgia plates. Two of these plates are heavily inspired by ones seen in the GTA 6 screenshots, but with new footer text (Because "America" and "United States" as footer text is lazy af). Like with the Leonida plates, I didn't include every Georgia plate because there's a huge amount of them, with most being visually similar to existing plates in the pack. I picked the most unique-looking ones, and even then I tweaked the colors on some of them to look even more distinct.
- Added a U.S. Government Plate, which now spawns on FIB and military vehicles. The plate design is a mixture between the one seen in a GTA 6 screenshot, and the real-life U.S. Government Plates that entered use in 2009.
- Redesigned the 2003 Leonida plates to match the ones from Trailer 2 (RIP Penis Plate).
- Completely redid the vintage North Yankton plates from scratch. Now with better fonts, colors, text positioning, and normal maps.
MINOR CHANGES:
- Changed caption on Leonida 1965 plate from "400 Years of Fun" to "400 Thrilling Years."
- Changed Leonida's state initials from LO to its canon initials LE (seen on a license plate in a GTA 6 screenshot). All file names are renamed accordingly.
- Miniscule changes to artwork and registration stickers on all Leonida plates.
- Changed the registration stickers on all North Yankton plates to resemble real-life ones. No longer copies of the San Andreas stickers.
- Changed caption on North Yankton 1989 plate from "Defending from Canada for 100 Years" to "Fending off Canucks for 100 Years."
- Changed caption on North Yankton 2015 plate from "The One True Yankton" to "America's Forehead." The former motto soured on me.
- Barely noticable, but the screw holes on the newest 4 Liberty plates are now the correct shape.
EXTRA OPTIONAL STUFF:
- Added four more U.S. Government plates, dating all the way back to 1942. The 1942 plate is a reallly cool design imo. Perfect for the Vapid Winky.
- Added more Leonida County plates: Ambrosia County and Mariana County.
- 3 trailer-accurate Gloriana plates have been included as replacements for my custom (cough better) versions.
- Added an accurate San Andreas 1987 plate (add-on).
- Added an accurate SA EXEMPT plate (plain font, unbeveled text, replaces vanilla one).
- Added more rusty plates. There are now rusty versions of every main plate from 1976 or earlier. The "super-rusty" San Andreas plate addon has been retired in favor of distinct rusty versions of the vanilla black and blue plates.
Version 2.2 (July 2024)
- Based on feedback from the survey, the non-rusty plates are now installed by default, with the rusty versions being made optional.
- Added optional plates for the (very popular) fanon state of Robada, based on Nevada.
- Changed the Latin motto on the 2020 Liberty plate from "Inferior" to "Sordidior" (Dirtier). "Inferior" is also an English word so it wasn't a very clever joke imo.
Version 2.01 (Mar 18 2024):
- Fixed one of the optional rustless textures, which was previously bugged and wouldn't import into OpenIV.
Version 2.0 (Mar 2024):
- Added a whoopin' TWELVE plates for the new state of Leonida! They're based on real-life Florida plates, with four of them resembling plates seen in the GTA VI trailer. I didn't include EVERY Florida plate from 1960-present because there are too damn many of them, so I chose 12 of the most visually-distinct ones.
- Miniscule changes to some plates: HD versions of older San Andreas plates given more-accurate bevels and normal maps. "AUG" on the HD 2004 Yankton plate adjusted to look more like the original. Small tweaks to stickers on vintage Liberty plates.
- Added some new extras which can be installed manually. (Leonida County plates, 1956 SA plate, and a rusty 1960 SA plate)
Version 1.2 (Dec 2023):
- Small update that fixes the installers, so the mod now works with the GTA Online Chop Shop DLC.

The default San Andreas license plates in GTAV are based on the standard issue California plates from the past sixty years. UnitedPlates is a collection of additional license plates from the same timespan, for the other fictional states in the GTA Universe: Leonida, Liberty, Alderney, North Yankton, and Gloriana. (based on Florida, New York, New Jersey, North Dakota, and Georgia respectively). Each plate in this pack is a painstaking recreation of a real-life counterpart, combined with a conscious effort to emulate Rockstar's satire. If Leonida, Liberty, Alderney, North Yankton, and Gloriana were fully accessible in GTAV, then UnitedPlates is an estimation of the kind of plates Rockstar would make for these regions.

Ths mod is for GTA 5 Legacy ONLY. If you know how to get it to work on Enhanced, lemme know cuz I have no heckin clue.
You will need OpenIV and a trainer to use this mod.

INSTALLATION
========================================
1) Start up OpenIV.
2) Go to Tools --> Package Installer, and select one of the two .oiv installers.
- HD will install plates with 1024x512 pixel resolution. It also updates the original 6 plates to HD versions. I recommend this version because the image compression is far less noticeable.
- Standard Res will install plates with 256x128 pixel resolution, matching the ones from the vanilla game.
- if you want to try the other version, just run the other installer and it will overwrite the previous files.
- IF YOU HAVE OTHER LICENSE PLATE MODS INSTALLED: use the manual installation (in the aptly named 'manual installation' folder)
3) NEW STEP: navigate to mods\update\update.rpf\common\data and open dlclist.xml. Add the following line to the bottom of the list:
dlcpacks:/unitedplates/
4) Start up GTA5 and enjoy! Use your trainer to change your vehicle's license plates to the new ones.

Add-ons:
- Five "Robada" plates based off Nevada plates. Robada is not Rockstar canon but is a widely accepted among fans as a name for lore Nevada. (added v 2.2)
- More U.S. Government plates, from eras dating all the way back to 1942.
- 2003 Leonida plates for the five confirmed counties in GTA 6: Vice-Dale, Leonard, Kelly, Ambrosia, and Mariana. Based off of the Florida plates that have the county name on the bottom.
- Yellow San Andreas plate, based off of the California plates from 1956.
- "Accurate" San Andreas 1987 plate, based off the California plates that were issued from 1987 to 1993.
- Version of the 1986 Liberty plate where the Statue of Happiness is in the center of the plate instead of on the left side.
Replacements:
- Rusty versions of every plate in this back from 1980 or earlier. These were originally installed by default because I thought the rust made these plates look more interesting, but due to popular demand (and a change of opinion) they have been relegated to extras.
- Non-rusty version of the vanilla Yankton plate.
- More-accurate version of the 80's San Andreas plate, which more-closely resembles the 1982 California plate than the default one that Rockstar made.
- More-accurate version of the San Andreas Exempt plate, which has a flat unbevelled font.
- Three Gloriana plates that look more like the ones from the GTA 6 trailer and screenshots.

You are free to modify these to your heart's content. You may also use these in your multiplayer servers, IF you can get them to work (afaik FiveM doesn't support streaming carcols.ymt).

@FoodSandwich Great, I can't wait. This will be a great replacement for WildBrick's outdated mod. I also kinda prefer this as it is lighter and doesn't include an unnecessary amount of plates.

Can we get an update for the enhanced version? It seems to work but adding the lines to carcols, seems to break emergency light on emergency vehicles. I did the install the same exact way. I removed that file from my mods folder entirely and that fixed the issue that may be it. But obviously that modded file is needed.
Update: Idk i was messing around trial and error. My original problem with this mod was every extra plate was yankton but looking athe normal ,they were indeed correct.
I was able to get it to work bc i guess i didnt have OpenRPF.
When i tried too fix the light issue i fucked up somewhere and only 2 other extra plate mods loaded fine. But this had the single vallina Texture.
I tried recreating a mods folder and redoing everything. Nope not working anymore. I shouldve just left it alone.
Update 2, i guess i was installing my mods folder wrong when redoing everything i forgot to make an update folder in the mods folder. Then put Update.rpf and x64 in it. Anyway the issue with the police light not working still persists idk whats wrong.
My guess is when adding the lines to carcols in codewalker. It compresses by half (78kbs to around 45kbs )when saving , i think thats breaking it. Im not sure open iv does that for legacy version i have to check.
@Double0Fqt sorry for the late response. The reason for the plate textures not showing up is probably because I had been editing the newest vehshare instead of creating a separate dlcpack for this mod. As for breaking emergency lights, that's something I'll have to investigate once Scripthook gets updated. I'll have it all fixed in the next version (hopefully later this month).
@FoodSandwich Do you know what the newest VehShare is supposed to be? As right now. I kinda want to try myselfy. As of right now only two plates load in(IRL) Florida Plates) your plates dont. So if its not the right vehshare anymore the old ones shouldnt load in anymore?
@Double0Fqt as far as I can tell, the newest vehshare is still the one in update/x64/dlcpacks/patch2023_02/dlc.rpf/x64/levels/gta5/vehicles.rpf
But yeah the textures aren't loading in on Enhanced for me either, and creating a separate dlcpack with a new vehshare just crashes my game. What IRL Florida Plates mod are you using? Maybe I can see what they did.
I used Real Florida License Plates Pack [Addon & Replace] 1.2 by satyricon84 the thing is the mod only had replace and addon files for vehshare. I only wanted the standard issue plates from every era but those weren't in the Addon files.
So what i did was i backup my files(obviously) , replaced them(vehshare), exported the ones i wanted, then manually installed the same way you had your instructions. Same thing with adding lines to carsols. Worked just fine no issue in legacy and now Enhanced. Just emergency light dont work in enhanced
I also copy pasted the lines for carcols for the ones i needed and added them manually as your instructions.
I've been using this mod and love it. I think you should add Gloriana License Plates based off the ones in GTA 6 Trailer 2 and the Screenshots that came with it.
So I still been messing around , i updated my dlclist and gameconfig, not sure if that fixed anything but DLC emergency vehicles lighting does work but not base game police cars. I might have to retry carcols maybe it updated? again idk.
The Plate Textures aren't loading

10/10 mod, but I can only see the Leonida plates when I use Rampage's trainer. Is it due to a trainer issue or have I installed the mod wrong?. Still a 10/10 mod
@AtlanticLuciano I checked myself and it looks like a Rampage Trainer issue unfortunately. It labels whatever the first 13 plates in carols.ymt are as the Vanilla ones (the 6 base game plates and the 7 from the Chop Shop DLC). Since I inserted this mod's plates in-between those two groups, it thinks that the first 7 Leonida plates are the various Chop Shop ones (eCola, Sprunk, etc.) It would be worth asking the Rampage devs about adding compatibility for additional plates because this looks like a really good trainer aside from that.

Love your mod, man! About optional stuff, since you've decided to create Robada license plates, have you thought about creating license plates for Lemoyne as Louisiana, Ambarino as Colorado, maybe New Austin as New Mexico or Texas & maybe Dolmen as some Rust Belt state? These locations are from Rockstar's Red Dead Redemption 2 and Manhunt 1 prototype. Take care!
