This is Gohan's Great Saiyaman/Gold Fighter Costume from Dragon Ball Z, With SSJ hair and Sunglasses attached via xml.
You must have
https://www.gta5-mods.com/player/gohan-base-form-dragon-ball-z-add-on-replace
install as an addon ped,
Rename the ped GohanSSJ and Replace the GohanSSJ.ytd texture file with this new one using openIV.
Done!
For the sunglasses,(using trainer Menyoo) place the included .xml into Menyoostuff/outfit and load ingame.
