Background:
Andrei was a low-ranking Russian mobster, working for Dimitri Rascalov and Mikhail Faustin around Hove Beach and Firefly Island.
Andrei was asked by Dimitri to find Niko Bellic, and his cousin Roman Bellic. Roman was becoming paranoid after Niko murdered Vlad Glebov, an important Hove Beach gangster associated with the Faustin Family. Andrei kidnaps Niko and Roman around the corner from the Perestroika cabaret club and takes them to Mikhail Faustin's basement where Andrei's patience is wearing thin due to Niko's unreliable information.
Dimitri soon states to Mikhail that Andrei was a friend of his sergeant in Vladivostok.
During a conversation between Niko and Mikhail, Andrei is standing close by. Mikhail, having a hot temper, turns and shoots Andrei in the head for bringing the Bellic cousins into his home, disturbing his wife and (according to Mikhail) being an asshole.

Andrei was a character that I actually kind of liked, simply due to his calm tone of voice and ruthless nature to follow orders. His hacksaw being a scary method of torture that Niko seemed to simply laugh at, when others would be terrified. I think his death really setup the intimidating atmosphere surrounding Mr. Faustin, and really made you aware of the dangers of living a life of crime with consequences as a player going through the story of GTA IV. His character seemed to have great history with Faustin, but we will never truly know about his past due to the fact that he is.....well dead lol.
He has his original textures from IV that have been upscaled using an app called Upscayl. This was mentioned to me by a user named Tay Mackenzie and I cannot thank them enough!
He has facial animations that match GTA V's base npc models. However, he does not have cutscene facial animations as that is a bit tougher to make. I suggest using a mod called Character Swap if you choose to use him for missions or cutscenes.

follow this route: Grand Theft Auto V \ mods \ update \ x64 \ dlcpacks \ addonpeds \ dlc.rpf \ peds.rpf \
or you can also install it as a replace by renaming the ped to what you want!
Ex: changing the name "ig_andrei" to "ig_barry" and replacing that model.

I actually really wanna do the characters you mentioned more though, since the Italian mafia was a personal favorite of mine! So they will be definitely be arriving in the future!

I love these man. I think I downloaded nearly all of them. Would it be possible to do AOD and Lost peds from GTAIV/TLAD? I love the look of those peds from GTAIV. Appreciate you.
@RoyceDuPont Thank you! And yes it would be possible, but they would need to win on the voting poll that I got going on my discord. If you'd like to vote on them, then the link is in the description of this mod, and once you join the discord then click the gta-iv-model-poll thread! The one that has the highest vote will be the next that I work on. So far it is a close vote between the hookers/strippers and the TBOGT fight club peds. I will be closing the poll upon completing my police overhaul mod which is very close to be done currently. Which has all the law enforcement models from GTA IV and it's dlcs!
