Actually now i'm writing some basic tutorial to create GTA V Mod. If you want to learn some basic about:
- Scripting
- Creating a Vehicle mod
- Texture editing
- Messing with RPF file

Actually at first i made this mod just for personal use only.
But i think this mod will also useful for you since there is no color picker feature
in the game.
With this mod now you can create your desire color for your (non-livery) vehicle even a Lazer You can also create hundreds of colors that you can not find inside the game.
If you found a good mix of colour, you can save it to apply to another next vehicle.
[HOW IT WORKS]
-when you inside any vehicle just stop the vehicle and press F9 to enter menu,
-Press W or S to navigate Red Green Blue or Save Color
-press A or D to increase / decrease intensity
-while press A or D you can press LShift for faster increase/decrease.
-Press Space and A or D to change between primary / secondary color edit
-in primary or secondary mode edit, navigate to "Save color" and press LControl and S to save your color.
-Only need 1 color on your vehicle? just press LShift and L to set secondary color same like primary color.
[after saving color]
-in any vehicle you can instantly (without press F9 to enter menu) press LCtrl and L to load your color
-it will automatically load and apply your saved primary and secondary saved color.

Just found some minor problem,
If you find you can not load your color with "Ctrl +L" after you save it please follow this steps (while i upload the file revision):
a) open file with notepad,
b) find this phrase with ctrl+f
function pcuscol.pesan1(text, x, y, scale)
c) above that you should see something like:
if (pyccmen == false) then
pyccm = (255) pycch = (255) pyccb = (255) pyccsm = (255) pyccsh = (255) pyccsb = (255)
pyccmb = (255) pycchb = (255) pyccbb = (255) pyccsmb = (255) pyccshb = (255) pyccsbb = (255)
d) replace that with this:
if (pyccmen == false) then
pyccm = (255) pycch = (255) pyccb = (255)
pyccmb = (255) pycchb = (255) pyccbb = (255)
(leave the rest)
e) save your file and done.

@Monmonstar actually the original file that i am using allows to edit color via inputing integer into a text box but it will not fit for public use, so i convert it into a slider..... happy playing.....

why not add like paint menu to los santos customs where you have colour pallette and you can click on any colour and select what you want?
or maybe the same thing but spawn some npc's in some place (mechanics) and add blip there and if you enter the marker it triggers menu like that
@HeySlickThatsMe Very nice and brilliant idea, i'll make it on a new mod. This mod was intended to do "not gaming aspect" and it was intended just like a trainer.
for that version you mentioned will be lots of features and it will fully set as gaming aspect which we have to pay amount for that...
If that mod finished and uploaded, full credits are for you and your nice idea.....

@mrchazta Can you make the navigation support 360 controller?
@ReaperVC This mods technically intend to do that, i have tried with lazer and hydra, but for tanks i'mo not try that yet...
@BULLFAYCE actually at first i was managed to make for controller support just like my other mods, but since it is gonna requires lots of button getting pressed, i decided to not make that way.
maybe i'll add only for save and load, so you can edit with keyboard and load with controller... ;-)
@mrchazta that would be great! Would it be possible to make a script to make the lowriders stay in position when you exit the vehicle like in San Andreas?
