Ok I figured it out. For any newcomers to using mods (like myself) here is what needs to be done:
1. You need to download and install Open IV ( http://openiv.com/)
1b. After installing launch the application and make sure to install the ASI loader and other two components from within)
2. You need to download and install ScriptHook/ScriptHookVDotNet (can be downloaded from this site)
3. You also need to download AddonPeds 3.0.1 (can be downloaded from this site) so you can use this character
4. Install Superman V2
5. NIBSHDotNet ( https://www.patreon.com/posts/nibmods-menu-22783974 )
As you download and install those things they will have readme docs within pointing you to a few other odds and ends and how to install and where to place files.
After all is said and done
You can launch the game and hit L to bring up the addonpeds utility and then switch to Homelander
Then hit Ctrl+N to launch the Superman V2 mod and navigate through and toggle powers on
From there you can press H to light up his eyes and then R to shoot lasers
You can cycle through some moves by holding E and using your mouse, but they require additional ped add ons/suits that you have to get from patreon, which requires a paid subscription to downloads.
