@ThatNorresGuy If you want to keep OpenIV.asi, you need the latest version of GTA V Legacy.
For anyone that cannot buy apartments due to missing UI, I've finally found the culprit. Having the "mods" folder set up (this including openiv.asi) will prevent the UI to be displayed. If openiv.asi is removed, the UI appears and SPA 2 works accordingly. - nxsog
