Do I need to run as administrator?

Its a very cool set of vehicles but how do I install it bc it is a .RAR file and not a folder... I have had this problem for a while so if anyone can help me with this, please tell me

Dude you have the BEST Crown Vic. I have ever seen in my life for GTA5 but I am somebody who has never added vehicles(Replace or anything like that) and wish to know how. if you have a video or a SIMPLE instruction to help me install this amazing mod tell me so I can get it in ASAP I luv ur mods dude they cool
