You right, It not working now. because cannot find stutter in gtaV anymore.
The problem has been patched a long time ago.
@snight01 Thanks your comment :), Almost people that change graphic options for no stuttering with v-sync know why it need. It just simple but powerful.
@Yinepu In my case, NVIDIA Forced V-Sync wasn't solved stutter, it just few difference about resolution.
Yes, the launcher work like you, just similar way.

@JellyRogerV I know your NvidiaPanel setting, I did use the settings but not now. because the stutter occured around grass thicket. Many people told it not work by comment on youtube included how to setting same your.
@JellyRogerV Default of the pre-rendered frames value on NVIDIA setting is '1'.
Could I get your GTAV graphic settings with resolution? I'm expecting the resolution be FHD without MSAA.
The stuttering bug is occured use over WQHD resolution or FHD without MSAA. and if you satisty the condition, you cannot solve the bug without the way A,B,C in before comment.
@RYAN Nope. GTAV use native triple buffer via native v-sync. and if you use forced v-sync with no triple-buffer, you will feel same stuttering. because it can't maintain smooth fps (over 30 fps) during overload.

If we use v-sync, only triple-buffering can smooth fps (or use 'fast-sync, but it not compatibility for GTAV).
@Kwebbl yes you can fix the way, but it just one method fix automatically.
fix ways are many,
A
1. Alt + Enter (Fullscreen off)
2. Alt + Enter (Fullscreen on)
B
1. Alt + Tab (show desktop screen)
2. Alt + Tab (back to game)
C
1. change graphic setting anything on GTAV.
2. restore or just play.
And the launcher use A way. just simple but save your trouble at all.

I got crash report; If you use 'rage plugin', It'll be blocked. I'm going to fix it.
