My game updated to version 1.0 3586.0 but had gameconfig version 1.0 3570 and after installing the latest scripthookv v 1.03586 mine works perfectly even with over 120 addon vehicles installed. I don't how that's even possible

There's everything essential mod for it including scripthookv 13570 and gameconfig version 13570 which works perfectly fine.
